Procurement Methods

Open Tendering
Unrestricted invitation to all interested suppliers. The default method for contracts above prescribed thresholds, ensuring maximum competition.
Restricted Tendering
Invitation issued to a shortlist of pre-qualified suppliers. Used where open tendering is impractical or where specialized capability is required.
Request for Proposals
Used for complex projects where technical solution and methodology are as important as price. Proposals evaluated on both technical and financial merit.
Two-Stage Tendering
Suppliers first submit technical proposals without prices. Shortlisted bidders then submit full financial proposals in the second stage.
Framework Agreements
Pre-qualified suppliers enter into standing agreements for recurring goods and services, with awards made through mini-competitions or direct call-offs.
Direct Procurement
Single-source procurement used only in exceptional circumstances defined by law, subject to rigorous justification and prior committee approval.

Tender Documentation & Approval
Comprehensive tender documents are prepared including terms of reference, technical specifications, evaluation criteria, and draft contract terms. Standard templates and legal review ensure consistency and compliance.
Advertisement & Public Notice
Tender notices are published on the Committee's public procurement portal and the national gazette. Minimum advertisement periods are strictly enforced based on procurement method and estimated contract value.
Bid Submission & Public Opening
All bids are submitted through the secure e-procurement portal with digital timestamp verification. Public bid openings are conducted in the presence of independent observers and bidders' representatives.
Evaluation & Due Diligence
Independent evaluation committees assess bids against pre-published criteria using a standardized scoring methodology. The Committee reviews all evaluation reports for high-value and strategically sensitive procurements.
Contract Award & Publication
Contracts are awarded to the best-evaluated responsive bidder. Award decisions, contract values, and beneficiary details are published on the public procurement registry within 30 calendar days of the award decision.
